The Keynesian economic model which held sway in Western capitalist societies in the middle of the twentieth century has long since given way to neoliberalism, a policy and a philosophy which is a reworking of the laissez faire economies of the early industrial revolution. No wonder that we live in a new Gilded Age, the culmination of increasing economic inequality and degradation of publicly subsidized social services for everyone but the rich. Neoliberalism, a term which has meant many things in theory over the last one hundred years, has come to mean in fact laissez faire economics for the poor and middle class, and corporate welfare for the wealthy.
The result has been the takeover of the economy by short-sighted financial interests among the largest banks, and the takeover of politics and public policy making by those same banks and international corporations which owe allegiance to their executives and their shareholders instead of to any one national or local community. Consumers bear a great deal of the responsibility for this state of affairs, while citizens can change it.

Consumers are passive; citizens are active. Consumers are inattentive to politics; citizens pay attention to what’s going on in government. Consumers struggle to get by and blame themselves when they cannot; citizens understand larger forces are arrayed against their interests and demand an equal place at the table. Consumers look at the wealthy and see people who helped themselves; citizens know how wealth creates wealth and privilege looks out for its own. Consumers feel helpless to change the course of society; citizens band together because they realize their power is in their numbers.

The neoliberal philosophy of the past forty years has stripped people of their view of themselves as citizens with rights, duties, and responsibilities in society and replaced it with the lumpish, passive recognition of themselves as consumers, replaceable parts in the economic machine. Meanwhile, neoliberals have sold the consuming masses on the idea that unions and publicly funded healthcare and education are bad policies, but tax cuts for the wealthy and for corporations are good because of some nebulous trickling down that’s supposed to happen. Mission accomplished!
Taking action to change neoliberal policies on the environment, on economic inequality, and on the accountability of corporations, banks, and politicians is going to have start with a change in attitude among the populace from consumers to citizens. It starts with getting the money out of politics, and that starts with overturning the Supreme Court’s 2010 Citizens United decision, which equated money with speech. What greater symbol for the neoliberal outlook can there be than “money talks”? The second most important step toward change would diminish the power of the big banks by reinstating the Depression era Glass-Steagall Act, separating commercial and investment banking. The third step would end government subsidies for the fossil fuel industry and divest from it entirely. All easier said than done, of course, and only the first few of many steps to curtail the undue influence of the rich and powerful over society, but once consumers get up off their couches and walk down as citizens to their voting places they will be taking the steps necessary to change a system that works only for a privileged few, and not for them.

This past Friday evening at a Sotheby’s art auction in London, the English graffiti artist Banksy remotely activated a shredder hidden within the frame of his painting Girl With Balloon moments after it had sold for one million British pounds. The lower half of the painting shredded, and there is some question now about the status of the sale and whether Banksy’s vandalizing of his own painting will render an even greater value for it.
Discussion of an artwork’s valueoutside of its aesthetic appeal is a reminder that for the rich who can afford to pay tremendous prices for art the value lies more in other, equally idiosyncratic, considerations than in its aesthetics. For the rich, art is an investment and a step on the ladder of social climbing. They may not find a particular piece they buy aesthetically appealing whatsoever. The essential thing is that enough other important people find an artwork appealing so that its value is driven up, checking off the boxes for high return on investment and an increase in high society credentials for its new owner. The artwork itself may languish in a warehouse after sale rather than go on private or public display.
The investment value of an artwork is, like money itself, largely artificial and sustained by the beliefs of the people who hold it or wish to hold it. No one can eat art, any more than they can eat money, nor can they grow food on it like they could on land, nor withdraw food from it as they might withdraw fish from the sea. It has no monetary value unless enough people believe it does. Aesthetic value, on the other hand, is almost entirely in the eye of the beholder, though some people may in their appreciation of art be too dependent on the opinions of “experts”. For an extreme case of wishful thinking brought on by peer pressure, look to the Hans Christian Andersen tale “The Emperor’s New Clothes”.
Before the Renaissance, art was for decoration of public spaces and the homes of the rich, and for religious instruction in places of worship since most people were illiterate and did not receive their education from books. The names of very few medieval and ancient artists have come down to us along with their works. That changed with the Renaissance, when artists such as Leonardo, Michelangelo, and Raphael acquired reputations beyond their immediate patrons among the rich and powerful. Note how we have come to know all three by single names, as if they were modern day celebrities. And it was the widening of cultural influence beyond the insularity of any one city-state’s walls during the Renaissance that allowed artists to break out of anonymity.
The international renown of a few popular artists such as Rembrandt was slow to build at first, and their artworks commanded modest prices by today’s standards. It is the international culture of today and the concentration of great wealth among an ever smaller percentage of the population that has enabled the explosion in high prices for the artworks of a relatively small number of well known artists. The last great jump in prices was roughly during the Gilded Age around the turn of the twentieth century, when a great concentration of wealth created a new aristocracy of capitalists.
In the 1941 film Citizen Kane, wealthy newspaper publisher and art collector Charles Foster Kane, modeled on tycoon William Randolph Hearst and played by Orson Welles, discusses his changing economic circumstances with his banker Mr. Thatcher, played by George Coulouris, and his longtime assistant Mr. Bernstein, played by Everett Sloane.
Now there is another concentration of wealth occurring, this time on a worldwide scale rather than limited to Europe and North America. Nothing has changed, of course: as always, the rich get richer. It’s the scale of wealth accumulation that has changed, and when artworks are selling for hundreds of millions of British pounds or American dollars, a mere million for a painting by anti-establishment artist Banksy is entry level stuff. The rich people sitting on mountains of the wealth of the world would not flinch at shredding a million pounds, and the irony of one artist’s rendering matters not at all to them as long as the artist’s growing fame increases their return on investment.

10/8/2018 Update: Since last Friday, when Banksy’s Girl With Balloon partially shredded after being sold at auction for about £1,000,000, its value has increased by at least 50%, and may have doubled.
Finding a paint color or fabric swatch that matches the blue of a robin’s egg ought to be a straightforward process because the model exists in nature. There will be some variation in shade from one nest of robins’ eggs to another, of course, but certainly not enough to justify the wide variation in commercial products and in the arts, which go from a green with a blush of blue to a pale turquoise, and all going by the name “Robin’s Egg Blue”. How can that be, when the eggs themselves exist in nature every spring for everyone to see?
The answer has to be that perceptions of color, like perceptions of everything else, differ from person to person. It’s all well and good to attach a number to a color, as the design company Pantone and as the federal government have done, or a combination of letters and numbers as computer programmers and as the makers of display monitors have done, but to then assign a descriptive name to that color and have everyone agree the name is apt gets into murky territory, particularly when the name is drawn from nature. Many people have seen a robin’s egg in nature, after all, but of those people not all of them will agree that display monitor color #00CCCC is the same shade of blue they have seen.

That display monitor color hex code is not even a uniform descriptor for Robin’s Egg Blue from one manufacturer to another or from one computer program to another. Pick an industry that relies on descriptions of color in its products, and few of them can agree on which objective color code matches a subjective color descriptor. Go in the opposite direction, from subjective to objective, and the situation is equally muddled. The best people can do is to trust their own eyes and not be overly swayed by the names on cans of paint or on fabric swatches. The only true judge of the right shade of blue is the mother robin herself, who knows her own eggs and couldn’t care a whit about any fancy designer shades of blue claiming to be made for her babies.

On Tuesday, September 11, as Hurricane Florence bore down on the southeastern United States, Rush Limbaugh spouted off once again on his radio program with his own ideas about hurricanes and climate change, much like he did last year when Hurricane Irma was bearing down on southern Florida. Last year, after cynically boasting of his skepticism over the forecast track and intensity of Irma, which he attributed to scare mongering by the political left, he hightailed it from his West Palm Beach estate in southern Florida to Los Angeles, California.
Presumably Florence does not threaten any of Mr. Limbaugh’s properties, and he has not made headlines for hypocrisy this time, but merely for being a dangerous loudmouth as usual. If Mr. Limbaugh remains skeptical of anthropogenic climate change and also thinks the hardworking forecasters at the National Hurricane Center (NHC) are in league with sellers of bottled water and other emergency supplies, then he should start doing his own weather forecasting and climate assessments using publicly available data from weather stations and satellites. He and his conspiracy theory acolytes would probably find other reasons to twist the facts to suit their beliefs, such as intimating the data were skewed by leftists, but it’s best not to go too far down the rabbit hole with them.

It’s easier than ever to gather useful data from public sources in this, the Information Age. It’s easier, however, and apparently more profitable, to sit on your butt in the back of the class and shoot spitballs. It’s unfortunately likely that some people who heeded Rush Limbaugh’s lazy, reckless frothings on hurricanes and climate change are now coping with the destructive flood waters brought on by Hurricane Florence, which doesn’t care what he has to say.

Arizona Republican Senator John McCain died on August 25 after a long battle with brain cancer, and since then there has been much discussion nationwide of his role as an American hero both for his service in Vietnam and as a political figure afterward. Less noticed was the 63 month jail sentence imposed on former National Security Agency (NSA) contractor Reality Winner on August 23 at a federal court in Georgia for supposedly violating the Espionage Act of 1917. Ms. Winner had in early 2017 turned over to online investigative news outlet The Intercept classified documents relating how the Russians had meddled in the 2016 presidential election. For many people and for Ms. Winner herself, what she did was more whistleblowing about malfeasance in the United States government than espionage on behalf of a foreign power because the NSA obviously knew of the meddling but for reasons it won’t specify sat on that information.

Reality Winner is the latest in a recent series of whistleblower defendants to be charged by the government under the Espionage Act, starting in the Barack Obama administration. The most notable whistleblowers charged have been Army Private First Class Bradley (now Chelsea) Manning in 2010, Central Intelligence Agency (CIA) officer John Kiriakou in 2012, and NSA contractor Edward Snowden in 2013. Ms. Manning and Mr. Kiriakou have served time in prison, and Mr. Snowden lives as an asylum seeker in Russia. The Espionage Act was always a draconian piece of legislation open to abuse by authoritarians in power, but it is only in the past ten years that those authoritarians have enlisted it to hammer down on whistleblowers to intimidate others into silence.
Calling whistleblowers national heroes in no way takes anything away from Senator McCain. Rather, it broadens the concept of heroes to include those whose patriotism included the courage to speak out against abuses of patriotism and authority by those in power. Sitting quietly by while a foreign power meddles in American elections is not patriotism, and neither is putting a lid on military abuses in Iraq or condoning torture by CIA agents or spying on American citizens at home. Whistleblowing on those abusers and their actions is true patriotism, while using the heavy hand of the Espionage Act to prosecute the whistleblowers is another abuse of government authority.

There never was any truth to the notion that schools closed in the summer so that farm children could help out with chores at home, and the real reason had to do with urban schools having low attendance in the summer and teachers and administrators wanting a summer break to escape city heat in the days before air conditioning, as well as using the extended break to pursue avocations or take temporary jobs. Farm children were needed at home in the spring for planting, and then again in the fall for the harvest. While it’s true farm work never slacks off entirely, particularly when animal husbandry is involved, there still were lulls in the summer and in the winter when children could attend school. Through most of the nineteenth century, a short school year was sufficient for farm children who had no ambitions in learning beyond the sixth or eighth grade. Farm children who had greater ambitions resorted to supplementing their learning on their own when they could, much like what we know about how Abraham Lincoln learned to become a lawyer.
The modern summer break came about instead from the needs of urban school administrators and the upper and middle economic class students and their families who supported many of the schools. The needs of poor students and their families, as always, hardly entered into the concerns of the rest of society. Before school attendance became compulsory in the late nineteenth century, urban schools were open year round, but often were only half full, and even less than that in the summer. School administrators eventually came around to following the model of colleges by closing for the summer so that students and teachers could pursue other interests outside the baking cities, leaving behind only enough staff to help students who needed to take extra courses of learning during the break. Public health officials added their approval to emptying out the schools in summer because they deemed the hothouse conditions unhealthful in general, and not conducive to learning in particular. By the early twentieth century school administrators had generally adopted the summer break, which started in late May or early June, and ended in late August or early September.

The system appeared to work well for most of the twentieth century. Rural schools synchronized their schedules with those of their urban counterparts so as not be left behind as it became increasingly clear a high school diploma was the minimum academic achievement necessary in modern society. The tourism industry could count on a steady source of both customers and labor during the two to three month summer break. The American public school system ranked highly among the school systems of other industrialized nations, even with its extended summer break. Then in the late twentieth century alarm bells started sounding about the supposed failings of that highly successful public school systems, the details of which are beyond the scope of this article, and so in effort to increase academic rigor, or at least appear to do so, school boards have been eroding the summer break, largely on the back end.

In many school districts, fall semester classes now start in the first weeks of August. School may have ended in mid-June, leaving less than two months for the summer break. And yet still academic achievement appears to be falling, at least among the middle and lower economic classes. That also is another article for another day. For today it is sufficient to point out that the public school system does not exist in isolation from the greater society, and lackluster academic achievement by the students cannot be remedied merely by making them sit at their desks for more days every year.
The problem is in quality, not quantity. The society as a whole is fracturing, and the problems with poor learning begin and end in the home. The long summer break enacted by the twentieth century public school system was an excellent compromise that worked well for nearly everyone except families that had both spouses working outside the home. That presents a difficulty today, too, but the answer is not in charging the public schools with child daycare duties and calling that increased academic rigor. It’s not. August is too hot for school, in air conditioned facilities or not. August is for causing students anxiety about the imminence of schools reopening when they start seeing “Back to School” sale advertisements, which now also draw the attention of their teachers, who too often feel pressed to use their own money to buy supplies for their students. July is too early for a return of that unique schooldays anxiety, especially when schools closed only a few weeks before, in June.

Archaeologists recently uncovered the remains of a public library in Cologne, Germany, which they surmise was built in the second century of the common era by the Romans or the workers of the Roman client state in control of the region. The architecture follows the model of other large Roman libraries of the period, such as the one in Ephesus, on the western coast of modern Turkey. The reason for thinking it was a public library rather than a private one is the great size of the structure and its location in the public forum of the ancient city, where all buildings were public.

A public library of two thousand years ago was not the same as a public library now, offering books on loan to members of the general public. Because books were hand copied into scrolls or codices, they were limited in number and expensive to produce. No one could walk in to a public library of two thousand years ago and expect to walk out with one or more books under their arm, to be returned after several weeks. People read the books in the library and the books never left the premises.
The meaning of “public” was also limited at that time to those who were literate and therefore had a reason to be there accessing the books. These would have been scholars of one sort or another, whether in the employ of government, academia, or a wealthy individual, and they would have been almost certainly all male. Lending libraries did not come about until the Renaissance, after the invention of the printing press made available large numbers of copies of books at lower cost.
Even then, the number and type of people who could borrow books was limited. Universities and colleges had their own libraries, with their collections available not to the general public but to students and faculty of the institution. That model persists to this day. Private societies lent out books to their members, who also contributed books. They were lending libraries, but in no sense were they public. It was not until civic groups and prominent citizens in Boston, Massachusetts, created the Boston Public Library in 1848 that the institution of the lending library as we know it came into being. The Boston Public Library was the first institution in the country that was open to all and was funded largely by taxpayers, with some assistance by private endowments and gifts of books.

The model caught on, obviously, since today there are over 16,000 public libraries around the country. In the past 30 years or more, two great changes have affected those public libraries, and they are no longer what they were during their heyday in the twentieth century. The first change came from the effects of cutbacks in social programs starting with the Reagan administration. Homeless numbers increased as politicians undercut the social safety net and as mental hospitals could no longer afford to house indigent patients, setting them loose on the streets. Shelters that took in homeless people overnight often turned them out during the day, and the homeless gravitated toward public libraries for safe daytime shelter with access to bathrooms.

The second change came about with the rise of computers and the internet. Public libraries have gamely kept up with the technological changes despite cutbacks in taxpayer funding, and for the most part they have successfully integrated patrons’ interest in checking out electronic books as well as traditional paper books. Where conflict has arisen it is in affording access to library computers to patrons, some of whom had little interest in setting foot in their local public library until it installed computers with free internet.
With the influx of people who are not readers as much as internet users and are likely as not indifferent to norms of behavior in the library, and homeless people who sometimes abuse library facilities and even other patrons, librarians now have their hands full with duties that have nothing to do with their traditional training in library science. Patrons who are readers and have used their local library’s services in person for decades no longer feel comfortable there, and now often prefer checking out electronic books from the library’s website rather than visiting the library in person. Pity the unfortunate librarians then, who cannot escape the loud cell phone users, the raucous children who have been dumped by their parents in the young readers’ room as if it were a free day care center, and the homeless people who, often through no fault of their own, have been thrown on the good graces of the librarians, but who complicate the work day for those overburdened librarians by the criminal or mentally unstable acting out of some of their number.

After 30 years of dominance on the AM radio dial, conservative talk shows are starting to wane in popularity as their main audience of older white people who live mostly in suburbs and rural communities dwindles as a share of the entire United States population. That is not to say AM radio will make great strides in improving its programming, since so far the slack appears to be taken up by sports talk programs. The demographic groups who enjoy getting their hatred and resentment stirred up by radio hosts such as Rush Limbaugh are diminishing in number, and eventually the radio dollars will turn away from them altogether, and that does represent an improvement.
When the Federal Communications Commission (FCC) removed the Fairness Doctrine policy in 1987, they cleared the way for opinionated talk radio programs such as Limbaugh’s to flourish. The question is – why didn’t liberal talk radio programs gain equal popularity when the rules changed? After all, by numbers alone Democrats are in the majority in this country. The answer lies in two areas relating to the differing mindsets of conservatives and liberals and their uses of media.

The conservative mindset is typically authoritarian and believes in black and white answers to social and political problems, whereas liberals are more likely to see shades of gray. A conservative tunes into a talk radio program with his or her mind already made up in most cases, and is looking merely for reaffirmation from the host, who has proved over the years to be more than willing to oblige, often with a helping of a vituperate diatribe against liberals as a bonus. A liberal is less likely to be persuaded by the simple answers a single radio host can provide in an hour or two.

The other answer to the 30 years of dominance by conservative talk radio lies in the demographics of the daytime radio audience. Who listens to the radio during the day? Truck drivers, construction workers, suburban and rural commuters in their own vehicles, farmers in the enclosed cabs of their tractors. In other words, mostly older, white conservatives. Liberals living in the cities are at work during the day, and when they are commuting they often listen to podcasts of a wide variety of programs. Podcasts are a relatively recent development, and are not as popular with older people as the they are with people under 40. People over 40, and especially over 50, listen to live radio. Many of them listen to Rush Limbaugh, and have for decades. They agree with everything he says because he confirms their opinions. There is no room for argument, never mind debate.

Researchers at the University of Southern Denmark recently discovered arsenic in the green pigment used on the covers of some Renaissance manuscripts, which means they are unreadable without special handling. The pigment was not put there by the original writers or printers, but by Victorian preservationists who were most likely trying to prevent insect damage. The pigment, known as Parisian Green, was known at the time to ward off insects, but the link to arsenic was little known at the time. Production of Parisian Green has since been discontinued, joining a list of other toxic pigments whose drawbacks became known over time.
The late nineteenth century Impressionist painter Vincent van Gogh may have succumbed to lead poisoning, dying at 37 of a self-inflicted gunshot after one of his many fits of delirium. This is one of many speculations about van Gogh’s troubled mental life. Van Gogh was extraordinarily prolific in his short career, producing over two thousand paintings in the course of ten years. He left behind many letters describing his technique and materials, and from those historians have speculated van Gogh’s high productivity exposed him to the lead in his oil paints more than what other artists of the period experienced.

There is another aspect of van Gogh’s use of certain pigments which has come to light in recent years, and that is the susceptibility of some of them, mainly the yellows he mixed with white in order to lighten them, to fade to a dull brown after prolonged exposure to sunlight. Van Gogh’s paintings of sunflowers are particularly vulnerable to losing their unique quality on account of this unfortunate chemical reaction. Ironic that an artist who delighted in the strong sunlight of southern France and attempted to bring out its shining brightness in the strong yellows of his paintings should have his efforts diluted by the effects of sunlight.
Homo sapiens have some of the best color vision in the animal kingdom. Only birds have better color vision overall, as evidenced by the wide range of color displays in their plumage. Humans don’t have colorful plumage, of course, but there are many other ways we make use of our excellent color vision, and one of them is our zealous pursuit of pigments and dyes to reproduce the colors we see in the world. Our desire to display the colors we see in the world and express to others our own imaginative vision manifests not so much with our own bodies, which are limited canvases, but in art and design, in paintings and fabrics since antiquity, and in film and electronics over the last hundred or more years.

Vincent van Gogh, driven as he was to recreate in his paintings the life he saw not only with his eyes, but with his mind’s eye, may have gone on even knowing the health risks of some of the pigments he was using because the colors he sought could be achieved no other way at the time, though he may have reconsidered using some others had he known of their eventual degradation of his vision. It’s also possible that for him the painting was the thing, capturing what he saw and felt at the moment, and letting the future be what it will.

With gentrification occurring in many old city neighborhoods across the country, there has been a rise in calls of complaint to city officials from the new, mostly white, residents about the established, mostly black and brown, residents. New residents usually make those calls to a city’s 311 line, which doesn’t automatically entail a police response, and that’s just as well because out of control police employees are just as likely to escalate a conflict between neighbors as they are to defuse it, particularly since the complainants are pointing their fingers at black and brown people.

Some white folks, but not all, understand the possibly dangerous consequences for black and brown folks of having the police intercede in even the mildest disputes. Those who do understand how it works use the police as their personal enforcers, as a blunt instrument to get their way without having to simply talk with their neighbors. Involving city officials, especially the police, ought to be the last resort, but when you are rarely the target of a blunt instrument it is easy to take the view that it is a first resort.
The new residents in gentrifying neighborhoods have little in common with the established residents, and that has much to do with their reluctance to deal with them one on one as equals. Some are intimidated by people whom they have long been instructed by the greater white society to view as likely criminals, or at least as not worthy of the benefit of a doubt. A black or brown person conducting themselves in a manner not dissimilar to a white person, for instance conducting a house inspection as part of his or her official duties or job, is far more likely to be viewed with suspicion by a white person in the vicinity, with the white person eventually calling the authorities to report those supposedly suspicious activities. The glass half full for white people in this society is almost always half empty for others.
Sesame Street has always been at the forefront in portraying amicable relations among people of different ethnicities. This clip from a 1990s episode features a version of “The People in Your Neighborhood”, a song written by Jeffrey Moss and, since the show’s inception in 1969, usually performed by Bob McGrath and a selection of Anything Muppets representing various occupations.
It seems like this society is sliding backwards, and the rhetoric and actions originating with the current presidential administration are leading the way backward. No doubt that is the meaning behind the slogan “Make America Great Again”. For a few in this society, about one third of the population, going backward appears to mean returning to the days when black and brown people were rarely seen and never heard, and then only in a subservient capacity. One thing they overlook is that in the days before home air conditioning and home theaters, people got out and about amongst their neighbors in the evenings, getting to know each other.

Granted, ethnically mixed neighborhoods were never part of life for the upper classes, but the upper classes have always been able to afford their own way of life and rarely cared much at all how the rest of society viewed them for it. Poor and working class people have always had more day to day experience with other ethnicities, though that hasn’t implied an always peaceful coexistence. It seems now that in gentrifying neighborhoods the new residents, wealthier and usually whiter than their neighbors, don’t bother getting to know the poorer and darker people around them, and consequently they are easily disturbed by unfamiliar behavior, calling 311 out of fear or annoyance. The pattern continues until all the established residents are priced out of the neighborhood. What a shame then that the new residents come from all political stripes, some with the best intentions, and yet the ultimate effect they have on their new neighbors reflects the same backward thinking as that of those cynical, small-minded leaders now making policy in Washington, D.C., and that of their frightened, small-minded followers, calling the cops out to hassle their neighbors over every little thing.
