A Little Respect

 

A working class person who lives in the countryside may feel frustrated conveying to a better off city dweller the economic stagnation outside cities since the Great Recession (or Lesser Depression) of 2008. If that working class person has had his or her rural homestead on the market for over a year, a not uncommon length of time to sell real estate in rural working class areas, particularly since 2008, the city dweller might have a hard time understanding why that should be when places in the city sell well within a year if they are reasonably priced. For people in the cities, recovery from the Great Recession has progressed to pre-recession levels since the low point in 2009. For people in the countryside, where the economy has been on a downward trend for decades, there has been little to no recovery in jobs or in the housing market since 2008.

Living in a middle class or upper middle class urban bubble can make it hard to understand how divided the country has become along class lines delineated between the city and the countryside. Those lines have always existed, but never more clearly than now. It’s little wonder many city dwellers, especially those living on either coast, were blindsided by the result of the 2016 election. Because their own economic situation has rebounded since 2008, they failed to notice there was no similar rebound for their country cousins, for whom things have only gotten worse. Beyond economics there is also a growing social and cultural divide between city and country. Again that is nothing new, but again it is a chasm that has opened wider than ever before.

The president elected in 2016 by the weight given to rural votes in the Electoral College has not delivered on any economic improvements to rural life he promised, such as infrastructure jobs, nor will he ever deliver on his promises. Rather than implementing policies meant to improve the lives of many of the people who voted him into office, the current president is primarily interested in stoking their anger and resentment over social and cultural issues while working toward their further economic exploitation by the corporations he really represents. To the extent those voters refuse to recognize their fleecing, they deserve contempt. The difficulty for rural voters who are not true believers in the current president’s cult of vile invective has been that corporate Democrats have forced them into a corner by not offering them a decent alternative.

When there are only two substantial political parties, which in their allegiance to corporate donors over all other constituencies have come to resemble each other almost as closely as Tweedledum and Tweedledee, ordinary voters feel powerless and ignored by the system. Social and cultural policy differences remain between the two parties, but ultimately both parties serve their corporate masters before all else. Democrats, most of whom appear to live in urban bubbles on the coasts, would do well to recognize the dissatisfaction of those in the countryside, in fly over country, or the presidential election of 2020 could be a repeat of 2016. Recognition starts from understanding problems unique to rural America, and perhaps then people in cities won’t be surprised to learn not everyone has access to unlimited broadband, as well as many other things they have come to take for granted in wealthier urban centers. A little respect flowing both ways, between city and country, can seem hard to come by in these polarized times, this Cold Civil War, but it can go a long way toward healing divisions.

If It Keeps on Rainin’

 

Difficult as it may be to find a silver lining to all the flooding brought on in the mid-Atlantic states by Hurricane Florence, there is something to be said for how flooding can rejuvenate soils, replenish groundwater, and also bring home to some people the foolishness of their ways. It’s terrible that poor people lost their homes because they have few options available for where they build them or, in the case of mobile homes, park them. The wealthy people who built expensive beach front properties should have less cause for sympathy from the rest of the population.

 

The newer difficulty with hurricane damage is due to the effects of global warming, and that is the rising problem of inland flooding. It used to be that the primary problems caused by hurricanes were storm surge along the coast and wind damage everywhere until they weakened upon moving inland. Lately, sluggishness in a warmer atmosphere causes more hurricanes to stall over land, where they drop upwards of tens of inches of rain inland over the course of days. Hurricanes now are less likely to move quickly after landfall, dropping less than ten inches of rain on inland locations.

People who haven’t foolishly spent riches on beachfront property within feet of harm’s way, people who have instead built their houses inland on properties well away from the dangers of storm surge, now find themselves nevertheless dealing with catastrophic flooding as hurricanes dump tens of inches of rain over their inland homes, overwhelming the capacity of present infrastructure to cope with those intense events. What are these reasonable people to do?

Kansas Joe McCoy and Memphis Minnie perform their original song “When the Levee Breaks” in 1929, a song which refers to the Great Mississippi Flood of 1927. Led Zeppelin performed their own altered version of the song in 1971, and that version has since become the most well known.

They can’t fight rising water; to try is futile. The best they can do is to to work with the water and give it a place to go. Levees don’t work without spillways. Paying attention to where the high ground is always pays off in emergencies, and it’s interesting how many people, divorced as they are from nature, fail to include it in their calculations when buying or building a house. Poor people often don’t have that luxury. Wealthier people, who have options, should not be bailed out by everyone else when their expensive houses slip underwater. The days of not taking severe weather events into account when choosing where to live are over. Escaping the effects of severe weather will be impossible, however, as people who have been flooded out of their inland homes hurricanes now know, and that leaves taking sensible measures to cope with the consequences of global warming in order to go on living.

All Bottled Up

 

The great engineering writer Henry Petroski, who has explored subjects as mundane as pencils and as sweeping as American infrastructure, always brings out the human element in both the design and the use of engineered products, and it is that aspect of his work which makes it fascinating instead of dryly technical. Mr. Petroski reminds us that the products of engineers and designers are wrought by fallible humans for the use of other fallible humans, and since humans have not changed greatly over the past 300 years or 3,000 years, then ultimately engineering and design are always processes of back and forth and of trial and error, even after a university education has instilled thousands of years of experience into its practitioners. Things can and do still go wrong, largely because of human error and human desires.

 

Take the humble bottle cap, or “crown” as it is known in the trade, and twist it off. Can’t do it? Then it’s a pry off cap, or crown, and requires an implement for dislodging it. Why the different designs? Isn’t there a best practice, and if so why don’t all makers of products put into bottles adhere to it? Specifically, bottlers of beer, some of whom use twist off caps, while others use pry off caps. Isn’t beer beer, no matter how it’s bottled? According to craft beer makers, no. William Painter, an American mechanical engineer, invented the pry off cap in 1892, and it remained the standard means of capping bottled beers and sodas until the 1960s, when twist off caps with good sealing capacity came on the market.

Major bottlers soon replaced their pry off caps with twist off, and customers were satisfied since the beers and sodas they bought were not flat due to carbon dioxide leaks going out of the liquid inside the bottles. There may have been slight leaks of oxygen into the bottles, but not enough that the average drinker of major brand American beers would notice. When craft beer makers first came onto the market in a big way in the 1980s and 1990s, many of them decided to eschew twist off caps in favor of pry off caps for several reasons. The machinery for pry off caps was cheaper than for twist off caps, which suited small scale brewers operating on tight margins. Then there was the slight difference in the tightness of the seal between pry off and twist off, which was more of a factor thirty years ago than it remains today after improvements in twist off cap seals. Lastly there was the impression that twist off caps were for cheap, indifferent domestic lagers, while most European imports still came with old fashioned crowns or stoppers, and an impression of higher quality along with their higher prices, an impression which lingers to this day.

It is perhaps the last reason, the purely psychological one, that retains a foundation for using pry off caps, and of course it amounts to pure snobbery. The snobbery over twist off caps is even worse when it comes to consumer perceptions about wine. The craft brewers contradict themselves, too, when they plump for selling their beers in cans instead of bottles. They claim, with good reason, that because of improved linings for aluminum cans there is no longer any reason for consumers to be prejudiced against buying beer in cans. Fair enough, but just as with twist off caps for bottled beer, there remains the perception among consumers that beer in cans is inferior not merely because of possible taint from the container, but because for years beer in cans was the cheap, low quality preference of working class people.

Chubby Checker had a big hit in 1961 with “Let’s Twist Again”, the follow up to his 1960 hit “The Twist”. Some folks may feel the follow up is the better song, but it doesn’t matter much in the end and comes down to personal preference.

Let’s stop pretending then and admit the main reason to crown a beer bottle with a pry off cap is to send a signal to the consumer that what’s inside the bottle is quality stuff. It may well be, but snobbery around rituals should not be the determining factor. That’s as bad as wine snobs who get upset over twist off caps even though vintners and wine aficionados alike claim twist off caps are an improvement to the quality of wines not meant to be aged extensively but drunk within a few years of bottling. And as to craft sodas in bottles with pry off caps, that is merely an excuse to charge a premium for a product of dubious value. At least beer and wine producers can lay claim to some health benefits for their nectars, despite their consumption by mere mortals who allow their preconceived notions to get in the way of enjoying a good drink.

An Ounce of Prevention

 

The American system, and perhaps the American character as well, has always favored coping with the damage from disasters as they come over doing all that can be done beforehand to mitigate the severity of damage. The insurance industry is aligned toward dealing with the aftermath rather than encouraging preventive measures, as is the government, which tends to label regulations designed for prevention as socialist intrusions. It’s the same philosophy that guides the economic system, which is all for free market capitalism on the front end when businesses are making profits for the few, but resorts to socialism on the back end when things go sour and losses are then spread out among the many. “Heads I win, tails you lose,” says the Wall Street tycoon, and friends in government chime in “Yea, verily.”

 

Unrestricted urban and suburban development covers acreage that drained itself adequately with concrete and asphalt that does not absorb water. That seems obvious, and the necessity for a drainage system capable of handling all the runoff also seems obvious. Certainly there are some events, such as the unprecedented rainfall in Houston from Hurricane Harvey, that would stretch any drainage system to the breaking point. Extraordinary events require extraordinary preparation, a methodology well known among engineers, who are trained to design and build structures and systems to withstand the extraordinary. Engineers’ best efforts can be hamstrung, however, by ideologically and greed driven government leaders and business executives, the effect of which can be seen when disaster strikes and destruction of life and property is greater than it needed to be.

The acknowledged masters of hydro engineering, the Dutch, have recently changed their philosophy about coping with excess water from staving it off to flexing with it. Bend, to keep from breaking. That has always been the way with nature, of course, where coastal wetlands have served to absorb the brunt of ocean surges, and where floodplains served as safety valves for swollen rivers. Holding water back with fortifications has always been expensive and unreliable. Water is relentless, and it will find a way.

Creating concrete and asphalt jungles willy nilly without regard to anything other than the almighty dollar is foolishness, and ultimately a price will be paid. In the American system, unfortunately, that price is often borne by the society as a whole, and especially by the poor, but certainly not by the wealthy or by the government leaders who created the mess. Breaking up the concrete and asphalt jungle with permeable pavement, a construction practice that has been around for over fifty years and needs to be used more widely, is one way to forestall some urban flooding. Installation costs for permeable pavement are higher than the traditional kind, but it has other benefits and cost savings that offset the higher up front price tag. It’s not a perfect solution, but nothing can be. It’s a step in the right direction.

One of the arguments some business people and their mouthpieces in government often advance against green methods applied to development are that they create too much red tape, leading to a bad environment for business and a net loss of jobs, besides being downright socialist, which of course is an accusation that is supposed to make all the Greens (environmentalists, tree huggers – choose your own epithet) run away and hide themselves in shame. Too bad. If the true costs of bad environmental practices were borne by the businesses and governments that engage in them, they would change their tune.

If businesses paid their workers a living wage, fewer of those workers would need to rely on government assistance to make ends meet. If businesses that made money here and took advantage of the national infrastructure were required to have corporate offices here, and therefore required to pay their fair share of taxes to help support infrastructure improvements, then maybe the country wouldn’t be falling apart while a select few get obscenely rich at the expense of everyone else. If, in other words, we stopped allowing some businesses and their allies in government to slough off hidden expenses on society at large, we could make progress toward a less dangerous future. But it’s going to take a change of heart, of character, to turn this backwards system around and look at green development as the only sensible way forward for everyone, instead of being led by the nose by those whose view of development looks backwards and serves only themselves.

Racing Ahead

 

In the 1965 comedy film The Great Race, loosely based on a 1908 race around the world, the lead characters drive racing versions of gasoline powered internal combustion engines. That the earliest cars used gasoline would seem to be without question considering how things developed through the rest of the twentieth century. It comes as something of a surprise then to learn that electric cars were quite popular in the early years of motor vehicle development, and it was an electric car that won the first closed circuit automobile race in the United States, in 1896.

Halfway in their race around the world, the characters portrayed by Jack Lemmon, Peter Falk, Tony Curtis, and Natalie Wood are marooned on a melting ice floe in the Bering Strait. Though certainly unintentional in 1965 when the film was made, there is some irony to their situation given the perspective of today’s warming climate.

As anyone can tell, electric cars all but disappeared until recently, as infrastructure and cost improved for gasoline engines in the early twentieth century, overtaking the electric option by 1920. The price of oil went down, giving a boost to the market for gasoline engines, while the crude state of battery technology limited the appeal of electric cars. Environmental impacts were not even a factor in the equation for most consumers or manufacturers until late in the twentieth century. Even then, the initial assessments of the impact of vehicular pollution was limited to local problems such as smog. It wasn’t until the last decades of the twentieth century that at first scientists, and then the public, looked at the larger impact of tailpipe emissions on the global climate.

Now, in the early twenty-first century, after some halting steps by manufacturers to reintroduce electric cars, it appears they are gaining in popularity, particularly in places like China which face deadly levels of air pollution. Battery technology, the Achilles heel of electric cars, has made great strides lately. A question that doesn’t crop up often enough, however, is whether electric cars are as environmentally friendly as the manufacturers would have the public believe they are. In many cases, electric cars still run on power generated by burning fossil fuels, it’s just that they give an illusion of green running because they’re not emitting noxious fumes. The noxious fumes are instead displaced to a coal or natural gas fired power plant more or less many miles away. Out of sight, out of mind.

The batteries in electric cars don’t present as big a problem from an environmental standpoint as they used to, now that up to 98 percent of the materials are recycled. To make an electric car run truly green, the power source used to charge its batteries needs to come from renewable generators like wind and solar. Since most air pollution comes from gasoline internal combustion engine exhausts, it stands to reason that a major switch over to electrically powered vehicles running on renewable energy will make the single greatest impact on reducing air pollution, and with it the particulates and gases that are contributing to global warming.

Organizations like NASCAR and Formula One racing could do their part in flipping the switch by turning all or part of their circuits over to electric cars. Besides being a spectator sport, car racing has always served as a proving ground for manufacturers. The big racing organizations are still clinging to the old technology, which may be popular with fans who enjoy the noise and familiar smells produced by internal combustion engines, characteristics evocative by long association with high horsepower. To continue glorifying this outmoded technology means that well-known racing organizations have abandoned any meaningful proving ground aspect of their sport for the sake of pleasing the crowd with loud noise, fumes, and ludicrously low miles per gallon of fuel efficiency. Never mind tomorrow, they’re living for today, come what may.

Newer racing organizations are stepping forward with their own electric car circuits. As drivers test and prove the newer technology on the race track, manufacturers should be able to improve efficiency of the batteries and perhaps drop the price of consumer models to be on a par with, or even cheaper than, comparably equipped gasoline powered cars. When that happens, electric cars will start to overtake the old technology, the same way they were overtaken in their earliest form by the internal combustion engine in the early twentieth century.

The crucial piece of the puzzle needed to solve pollution problems comes from the power generating source, not the cars. That may happen on a more individual level than on a corporate or government level, as people will find it convenient to do most of their car charging at home, where they can be assured of a cleaner source by installing their own solar panels or wind turbines. Waiting for government to promote the necessary infrastructure changes to ensure cleaner power generation will not push improvements in transportation, decrease pollution, and ultimately limit the effects of global warming, not with the government currently in power.

The Check Is in the Mail

 

At the end of the Cold War between the Soviet Union and the United States, which can be dated to the fall of the Berlin Wall in November 1989, there was much talk in the West of a “peace dividend” on account of the anticipated reduction in military spending. The dividend never amounted to anything as far as average Americans were concerned, particularly since the Gulf War came along a year later, and then through the 1990s the US involved itself in flash points around the globe in its self-appointed role as world police force. In the new century, the so-called War on Terror has preoccupied this country and dragged it into middle eastern quagmires ever since 2001. That peace dividend looks like it’s never going to show up.

Counting minor skirmishes and interventions, America has been in conflict with enemies foreign and domestic for most of its history. Always in the past after a major conflict, the military would draw down its personnel and weaponry and return to a reduced level that was considered the peacetime military norm, even if small conflicts were bound to flare up. Again after World War II, it appeared the armed forces would follow the pattern and draw down, and indeed they did for several years in the late 1940s. But then the Berlin Airlift happened, heightening tensions with the Soviet Union, and more or less beginning the Cold War. Shortly after that came the Korean War. The country has pretty well been on a war footing ever since, a condition President Eisenhower warned against in his 1961 farewell address when he spoke of the military-industrial complex.

No doubt they juggled income and expenses in the hundreds or thousands of dollars, not billions or trillions.
In a 2012 speech at the Democratic National Convention, President Obama anticipated a peace dividend from reductions in American involvement in Afghanistan and Iraq, a dividend he said he would use to pay down the national debt and put Americans back to work repairing and improving infrastructure at home. Like the Cold War peace dividend, the dividend that was supposed to follow from over a decade of middle eastern wars also proved illusory. For one thing, our enormous military spending, larger than the military budgets of the next eight biggest spenders combined, has been done with borrowed money. Claiming a reduction in military spending would yield a dividend from the balance is like a homeowner taking $20 out of the household budget meant for repayment of various debts and calling it a windfall. Not only will the homeowner have to repay the $20 next month, but he or she will have to come up with an additional $20 to make up for the shortfall.

 

The other thing about this country’s huge military is that some interested parties in the military and in the defense industry like to keep it sky high. That is what Eisenhower was warning us about in 1961. These are people who, while they may not like war exactly – when it comes to actual military service, for instance, a good many of them seem to have other priorities – nonetheless have acquired a taste for the profits and power of the military-industrial complex. They are the friends of Halliburton and Blackwater, and they are in high places. They are the people who will see to it a peace dividend never gets beyond their own sticky fingers into the wallets of the American people who have paid for all their boondoggles.

There will not be enough money in the federal budget for fixing the nation’s infrastructure, moreover bringing it up to 21st century standards, until the obscene amounts spent on the military-industrial complex are drastically reduced. There will not be enough money for health care, for public education, for Social Security, for fighting climate change by ditching the fossil fuel industry in favor of renewable energy, for doing all the things we want to do to improve our society as a whole, and not merely improve the fortunes of the oligarchy, if we do not come to our senses regarding our budget for interfering around the world and in some unintended ways making it a more dangerous place. Throwing all that borrowed money into the war machine for the past 70 years has bought us a grand house, with a grand mortgage to match, and meanwhile the termites have been busy at the foundations.

My Way or the Highway

 

While infrastructure in the United States crumbles from neglect and is starved of public funds needed for its repair, the owners of sports teams seem to have little trouble extracting public funds for what are ultimately private facilities. Most new stadiums, arenas, and ballparks are financed with a mixture of private and public funds, and when a municipality refuses to throw taxpayer money into the pot, team owners threaten and cajole until they either get their way or successfully shop their team to another municipality that will contribute financing to their liking. It’s a corrupt bargain, and the benefits of a new facility for the municipality are not nearly as great as city and team officials would conjure when they are selling the plan to taxpayers.

The National Football League’s Raiders, after long negotiations with Oakland city officials in which the city was prepared to bend over backwards to keep the Raiders, but refused to contribute taxpayer money for a new stadium, will move sometime within the next few years to Las Vegas, Nevada, where city officials bent over backwards and kicked in taxpayer money to help build the team a new stadium. Once the new stadium is built, it won’t be named for the good people of Las Vegas, or the Raiders, or even the team’s owner, Mark Davis, but for a corporation, in the form of advertising sold as naming rights. Tickets and concession stand items for a family of four can cost over two hundred dollars for an afternoon or evening of entertainment. Add to that a higher tax bill for years to come to pay off a luxury with nebulous benefits for the fans and the city, all of it ultimately benefiting a handful of team owners and banks, and it’s a wonder ordinary people put up with it.

 

But put up with it they do and, remarkably, mostly without complaint. People are so rabidly engrossed in their sports team affiliations that they allow greedy team owners and craven city officials to raid the public treasury to finance luxurious private facilities, the revenues from which will mostly go to others, and little to the taxpayers. The ordinary people allow this while they themselves depend on roads, bridges, water supplies, and public facilities that are neglected, derelict embarrassments. They point with a kind of perverse civic pride instead to the new, billion dollar plus stadium or arena or ballpark in their city, a facility which isn’t even their own, despite having helped pay for it. Why do they care a great deal about something that means little, when all about them meaningful things crumble to dust?

 

Through the middle years of the twentieth century, Americans built the great hydroelectric dams and the major roads, including the interstate highway system we rely on still today. In those years, three of the four major sports – football, basketball, and hockey – were peripheral to the lives of most people. Only baseball took a central place, and even it wasn’t the enormous business it is today, with billions of dollars at stake. What changed all that?

Television and mass media played a part, starting in the 1950s and gathering momentum and power through subsequent decades. The NFL Super Bowl, inaugurated in 1967, is now annually the most watched television event. The next day at work, people buzz with their co-workers about the Super Bowl commercials. Another factor is the lack of civic involvement people feel, particularly in big cities. The 1950s and 1960s gave rise not only to mass media, but mass man and woman as well. Faceless cogs in the corporate machine. One person’s lonely voice doesn’t matter. You can’t fight city hall, and the Chief Executive Officer of your company is out of reach.

But you can sing your team’s fight song from your seat in it’s sparkling new stadium, the stadium you may have grumbled about having to pay for, but in the end you didn’t speak up and object. It’s your team, after all, one of the few things you have left to cling to in this uncertain world. Try taking your enormous foam hand with the forefinger raised in a “We’re Number 1” gesture and going to a nearby highway overpass, one where the concrete has crumbled away in spots, exposing the rusting reinforcing bars, and sit underneath that bridge on the sloping concrete revetment, with your enormous foam finger in your team’s colors, and start pointing out to passing motorists the decay all around you, and see where that gets you.

The Pigeon and the Chestnut

 

Scientists are attempting to bring the Passenger Pigeon, Ectopistes migratorius, back to life from preserved genetic material. The Passenger Pigeon once numbered up to 3 billion in North America, but by 1914 the last one had died at the Cincinnati Zoo. Scientists are also working on reviving the nearly extinct American Chestnut, Castanea dentata, which had once totaled over 3 billion trees in North America before a bark fungus accidentally imported from Asia with some Chinese Chestnuts, Castanea mollissima, destroyed almost all of the trees in the first half of the twentieth century.

The loss or near loss of both these species greatly changed the ecosystem of eastern North America to the point that a visitor time traveling from the nineteenth century would be hard pressed to recognize it as the same place, never mind all the modern infrastructure of concrete, steel, and asphalt. Both species were casualties of the first stages of globalization. The Passenger Pigeons had co-existed with Native Americans for millennia, but it was the mass immigration of Europeans which eventually drove them to extinction through habitat loss and hunting on a massive scale. The American Chestnuts had no immunity to the fungus which arrived with the shipment of Chinese Chestnuts, which had developed some immunity due to having evolved with the fungus in their native habitat.

 

Now scientists are attempting to restore these two species once so numerous that they helped define the environment of eastern North America. Both restorations will require the expertise of geneticists, along with help from ornithologists and botanists, as appropriate. Ultimately the success of both projects will depend on the cooperation of the public by giving both species space and peace, two things that humans struggle to allow for the other beings sharing this planet. People were responsible for the demise of both the Passenger Pigeon and the American Chestnut, and with the ingenuity people are known for perhaps they can restore both species. Successful restoration will also require two things people have not often enough been known for, which are a generosity of spirit towards life and restraint of their violently destructive impulses.
