The Conspiracy Line

 

By the 1960s, of the hundreds of streetcar lines that had once been a primary mode of transportation in cities and suburbs across the United States in the first half of the 20th century, only a small fraction still operated, and usually only in city centers. Competition from automobiles and buses was one cause for declining ridership of streetcars, and supposedly the costs of installing and maintaining lines was higher than costs associated with infrastructure for cars and buses. The history of what happened in the major mid-century makeover of American urban mass transit is muddled, and one explanation for it that keeps popping up has to do with the machinations of the automobile manufacturers, chiefly General Motors (GM).

 

The idea springs from how GM bought out streetcar lines around the country, and then dismantled the lines, junked the streetcars, and signed city governments to contracts for purchase and ongoing use of the buses GM manufactured. GM also sold cars to urban and suburban commuters who found themselves with fewer alternatives than they had before the 1920s, when the streetcar lines were still thriving. That’s a neat story, and it certainly fits in with the behavior we have come to expect of large corporations and the executives who run them, but in this case it turns out to be a little too neat and only partially true.

Market forces generated by consumer preferences played the greatest part in the decline of ridership on streetcar lines starting in the 1920s and accelerating through the next quarter century. The streetcar lines were privately owned and the companies bore the costs of maintaining the tracks they operated on and other infrastructure costs, even though they used the same publicly maintained roads as buses and cars. The streetcar lines were more and more at a competitive disadvantage as public money benefited those other modes of transportation and as consumers came to prefer the relative freedom of driving their own cars or taking buses that weren’t restricted to tracks.

Comforting as it might be to blame the automobile and gasoline industries for ripping up streetcar tracks around the nation, depriving commuters of a useful commuting option, the truth in this case is that the public shoulders the greater responsibility. Individual consumers operating in their own self-interest took advantage of cheap gasoline and publicly financed road building, such as the interstate highway system started in the 1950s, to buy at least one car for every household. In most cities, taxpayers balked at public ownership of the streetcar lines, a move which would have saved many of the lines from the corporate scavenging that ultimately killed them off. In other words, GM and other auto and gas corporate interests didn’t precipitate the demise of the streetcar lines, but neither did they mourn their loss, and ultimately, of course, GM and the others profited greatly from the makeover of the American transportation system.

By the time of the 1959 release of Alfred Hitchcock’s North by Northwest, the streets of Manhattan were dominated by vehicular traffic, and mass transit options for New Yorkers were limited to subways and buses. Bernard Herrmann composed the music for the film, and Saul Bass designed the titles. The director makes his cameo appearance at the end of the title sequence.

More than a half century after streetcars were all but wiped off the map in America, they are coming back in spots like Brooklyn, driven by the desire of some people to get around town without the hassles of car ownership, the pollution of cars and buses, the blight of enormous parking lots, and the swallowing up of green spaces for more roads to alleviate the congestion on existing roads, only to have the new roads fill up as well. Streetcars powered by electricity generate pollution at a remove, to be sure, but as more power plants use renewable energy sources, that problem should lessen. Meanwhile, building out more mass transit infrastructure should take off the road some of the oversized vehicles too many Americans appear to love, and which the automobile makers and the fossil fuel industry love turning out for them since they are highly profitable. It has taken a century for Americans to learn anew the value of mass transit options like streetcars, and perhaps soon, before we reach the end of the line, gridlock on the roads will clear, and so will the air everywhere.

Charge It!

 

At Christmas time, the imperative phrase “charge it!” can mean one of two things: either buying a gift on credit, or making sure a battery powered gift is ready to go once the recipient unwraps it. Buying on credit has never been the best idea and can be a sign of financial distress, while using batteries to power toys and electronic devices of all sorts has gotten better over the years, with battery technology currently poised for another great leap forward.

The need for batteries on Christmas morning made itself known in earnest after World War II, when the first battery powered toys arrived on the market. Those batteries were not rechargeable and lasted only a few hours at most before depleting and then becoming trash. No recharging, no recycling. The batteries themselves might have been relatively inexpensive, but replacing them time and again was not.

Now batteries are mostly rechargeable and mostly recyclable, and more importantly they have become vital to powering far more devices than toys, from communication devices almost everyone uses throughout each day of their lives to personal transportation that is moving toward similar ubiquity. And batteries play a big part in storing electricity generated by renewable sources such as wind and solar, and that electricity can in turn be used to recharge the batteries people use every day.

All that burgeoning interest has attracted research and development dollars, the incentive being the production of batteries that run longer on a charge, are made of less toxic materials, are cheaper for consumers, and are lighter in weight and in environmental footprint. The race is on, and with many more things in everyone’s daily lives being powered by batteries than there were 70 years ago, the stakes are bigger than simply making toy cars go faster on Christmas morning.

Saving Up for a Rainy Day

 

Battery storage has long presented a conundrum to renewable energy enthusiasts who tout the relatively benign environmental footprints of wind and solar power. The batteries can contain toxic metals and chemicals which cause environmental damage in mining and formulation, and then again when they have exhausted their usefulness and users need to somehow safely recycle or dispose of them.

For a time, it seemed the answer for homeowners using a solar array was to sell excess power produced during the day to the power company and then draw on grid power at night and on cloudy days. These grid-tied systems effectively used the power company as storage, mostly dispensing with the need for a bank of batteries at home. Unfortunately for homeowners with grid-tied systems, it appears power companies are backing away from those setups in order to protect their equipment and to maintain tighter control over power generation.

Power companies have been investing in their own renewable energy production as costs go down. Since there is no external backup for the electricity generated by the power company, the power companies need to employ huge amounts of batteries. Batteries have improved in the past generation both in toxicity and length of usable life from the days of lead acid batteries. Improvement does not mean they are exactly environmentally friendly. The problem comes down to relative harm, such as whether it is less harmful to the environment to drive an electric car when the source for its electricity is a coal burning power plant.

Nothing people do technologically has zero impact on the environment, and arguments from the extremes of both sides of the tug of war between those in favor of continued use of fossil fuels and those who want greater reliance on renewable energy are neither accurate nor helpful. Continuing the status quo of burning fossil fuels for most energy production is clearly a path to environmental catastrophe, while renewable energy production does not have quite as low an impact on the environment as some enthusiasts suggest. It is in the batteries especially that renewable energy has an unfavorable impact.

Nevertheless, in countries with higher renewable energy production than the global average the air is cleaner and greenhouse gas emissions are lower. Because the sun doesn’t always shine and the wind doesn’t always blow, the key to minimizing reliance on batteries, the most toxic element in renewable energy use, is diversification of power sources supplying the grid, from geothermal to hydroelectric. None of these methods of supplying the power necessary for humanity’s modern lifestyle are perfect, but they are all better than the alternative of continuing down the path of polluting the air and warming the planet. The two biggest obstacles to switching the United States to 100 percent renewable energy are the fossil fuel industry interests entrenched in national politics, and battery technology. Of the two, the latter will be more easily overcome by a concerted effort, and with time the new technology will push out the former technology and its moneyed adherents as obsolete and destructive. But will it be soon enough?

The Check Is in the Mail

 

At the end of the Cold War between the Soviet Union and the United States, which can be dated to the fall of the Berlin Wall in November 1989, there was much talk in the West of a “peace dividend” on account of the anticipated reduction in military spending. The dividend never amounted to anything as far as average Americans were concerned, particularly since the Gulf War came along a year later, and then through the 1990s the US involved itself in flash points around the globe in its self-appointed role as world police force. In the new century, the so-called War on Terror has preoccupied this country and dragged it into middle eastern quagmires ever since 2001. That peace dividend looks like it’s never going to show up.

Counting minor skirmishes and interventions, America has been in conflict with enemies foreign and domestic for most of its history. Always in the past after a major conflict, the military would draw down its personnel and weaponry and return to a reduced level that was considered the peacetime military norm, even if small conflicts were bound to flare up. Again after World War II, it appeared the armed forces would follow the pattern and draw down, and indeed they did for several years in the late 1940s. But then the Berlin Airlift happened, heightening tensions with the Soviet Union, and more or less beginning the Cold War. Shortly after that came the Korean War. The country has pretty well been on a war footing ever since, a condition President Eisenhower warned against in his 1961 farewell address when he spoke of the military-industrial complex.

No doubt they juggled income and expenses in the hundreds or thousands of dollars, not billions or trillions.
In a 2012 speech at the Democratic National Convention, President Obama anticipated a peace dividend from reductions in American involvement in Afghanistan and Iraq, a dividend he said he would use to pay down the national debt and put Americans back to work repairing and improving infrastructure at home. Like the Cold War peace dividend, the dividend that was supposed to follow from over a decade of middle eastern wars also proved illusory. For one thing, our enormous military spending, larger than the military budgets of the next eight biggest spenders combined, has been done with borrowed money. Claiming a reduction in military spending would yield a dividend from the balance is like a homeowner taking $20 out of the household budget meant for repayment of various debts and calling it a windfall. Not only will the homeowner have to repay the $20 next month, but he or she will have to come up with an additional $20 to make up for the shortfall.

 

The other thing about this country’s huge military is that some interested parties in the military and in the defense industry like to keep it sky high. That is what Eisenhower was warning us about in 1961. These are people who, while they may not like war exactly – when it comes to actual military service, for instance, a good many of them seem to have other priorities – nonetheless have acquired a taste for the profits and power of the military-industrial complex. They are the friends of Halliburton and Blackwater, and they are in high places. They are the people who will see to it a peace dividend never gets beyond their own sticky fingers into the wallets of the American people who have paid for all their boondoggles.

There will not be enough money in the federal budget for fixing the nation’s infrastructure, moreover bringing it up to 21st century standards, until the obscene amounts spent on the military-industrial complex are drastically reduced. There will not be enough money for health care, for public education, for Social Security, for fighting climate change by ditching the fossil fuel industry in favor of renewable energy, for doing all the things we want to do to improve our society as a whole, and not merely improve the fortunes of the oligarchy, if we do not come to our senses regarding our budget for interfering around the world and in some unintended ways making it a more dangerous place. Throwing all that borrowed money into the war machine for the past 70 years has bought us a grand house, with a grand mortgage to match, and meanwhile the termites have been busy at the foundations.
