The Tariff of Abominations

 

“The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;”

Southerners called the 1828 tariff which had the effect of raising prices on imported manufactured goods while decreasing income from exported agricultural products the “Tariff of Abominations” because it hit hardest in the South. When President John Quincy Adams signed the bill into law, he assured his defeat by Andrew Jackson in the 1828 election. The 1828 tariff prompted South Carolina to propose the principle of nullification of federal law by the states, and the friction it set up between North and South was instrumental in leading to the Civil War more than 30 years later.

The current president’s tariffs have exacerbated economic tensions within the country as well, this time not between North and South, but between rural, agricultural areas and urban, technological and industrial areas. They are his tariffs because over the past century Congress has ceded more and more authority to impose them to the executive branch as a matter of pursuing foreign policy, an authority which the current president, with his autocratic nature, is happy to exercise. He likes nothing better than to pronounce decrees, particularly ones that appear to punish Others, particularly foreign Others, and most especially darker skinned foreign Others.

He and his followers may not fully understand the possible ramifications and unwelcome reverberations of tariffs throughout the United States and world economy. It doesn’t matter to him or to them. What matters is the feeling of appearing to punish the Other for sins real and imagined against Our Kind, and of feeding off negative energy generated by acting on impulse rather than putting in the grinding, hard work necessary to build positively toward equitable trade agreements. It’s a lot of stick, and very little carrot.


Tariffs have always been used to further domestic political aims and foreign policy objectives as much as they have been used to generate revenue, which makes them somewhat more loaded than other taxes. The latest tariffs are no different, and their implementation echoes the 1828 tariff, an irony no doubt lost on the current president despite his exaltation of Andrew Jackson over all other American presidents. Jackson and his supporters opposed the 1828 tariff. Jackson nonetheless drew the line at allowing South Carolina to flout federal authority by proposing nullification. Jackson contemplated sending federal troops into South Carolina to uphold the law. Free trade advocates and protectionists reached a compromise with an 1833 tariff soon after the South Carolina legislature enacted nullification, averting a crisis and imposing an uneasy peace for the next 28 years.

The political calculations behind the current president’s tariffs go beyond punishment of the Other which enthuse his base of followers to improving his prospects for the 2020 election in key Rust Belt states he narrowly won in 2016. Tariffs on steel, aluminum, and other industrial products appeal to manufacturing centers in Wisconsin, Michigan, and Pennsylvania, the states that tipped the Electoral College vote balance for him in 2016. Since the United States is a big exporter of agricultural products, it is no surprise that retaliatory tariffs imposed by other countries in the trade war have hit farmers hardest. Many of those farmers live in Great Plains states with relatively few electoral votes, and at any rate the current president has a cushion of support there to absorb losses of the disaffected. To make sure disaffection doesn’t become widespread, the current president has bought off farmers with subsidies so that he can continue to pursue his trade wars as personal vendettas, rather than as maturely considered policies leading to equitable prosperity for all. To borrow a phrase from the late novelist Kurt Vonnegut, “And so it goes.”

Too Much Information

 

The recent revelation that Lin Bennett, a Republican State Representative in South Carolina, subscribes to the QAnon internet conspiracy theory, means the followers of the QAnon cult surrounding the current president have another friend in a powerful position openly siding with them. Validation like that keeps the embers smoldering while the QAnon cult followers await prophesied heroics from their leader in the Oval Office. It’s all fun and games until some deluded idiot with access to weaponry takes it all too seriously and acts out self-righteously, as a fellow from North Carolina did in reaction to the Pizzagate conspiracy in December 2016.

 

With so much factual information available on the internet, it’s hard to understand how people can continue deluding themselves with conspiracy theories that common sense would see fall apart after the application of a few facts. A lack of common sense and a capacity for self-delusion are the very traits preventing some people from seeing the foolishness behind many conspiracy theories. For those people, the great amount of information available on the internet supports their pet theories even when the information is not in their favor. They do not lack for information concerning their theories, for or against. Where they fall short is in the self-confidence to accept and honestly examine divergent information, because to do so might undermine the fragile construct of their self-worth bound up in the things bigger than themselves they have lashed themselves to stay afloat in a world to their minds uncertain and threatening, the cult and the conspiracy.

People in prominent positions, like State Representative Bennett, are irresponsible to publicly endorse nonsense like QAnon, because of the loons who are more likely than ever to act out in light of her endorsement. Some conspiracy theories, like the Flat Earth one, are relatively harmless, and if Rep. Bennett had come out as a Flat Earther the majority of Americans would probably have shrugged and considered her nutty, maybe a little too nutty to be entrusted with public office, but otherwise nothing to worry about since it was unlikely her outlandish belief would have any effect on public policy or discourse. QAnon theorists are different because they advocate smearing, imprisonment, and summary execution of their opponents. It’s as bad as if Rep. Bennett had declared herself a member in good standing with the Ku Klux Klan.

What is real and what is illusion? One of the questions examined in The Manchurian Candidate, a 1962 film directed by John Frankenheimer and starring Frank Sinatra and Laurence Harvey.

QAnon arose and spread entirely over the internet; there was no broad based movement addressing needs in the real world, with people openly discussing its tenets, adopting some and rejecting others. A few trolls threw up some outlandish claims on internet message boards and some of them stuck, not because they were true and promised to solve real problems, but because other people wanted them to be true and hoped they would solve their imaginary problems born of hate for the Other and their own self-loathing. But for responsible adults those are really nothing more than excuses. With more information available than ever before in history, remaining bigoted and ignorant is a conscious choice of chip-on-the-shoulder anti-intellectualism, and such people need to be held accountable for their vile behavior, the better to keep them in check before they act out violently on their delusions.

The Lost Sheep

 

The evangelical Christianity we are familiar with today in the United States does not resemble what it was prior to the Civil War, when evangelical Protestants promoted social justice issues such as the end of slavery. Slavery was the primary issue that divided some Protestant denominations, the Baptists more than any others because of the strong presence of Baptists in the South. Rancor over the issue within the Baptist denomination eventually led to its division before the Civil War into Northern and Southern sects, a division which has continued to this day.

When people think of evangelical Christians active in modern political life, largely in conservative Republican circles, they are primarily thinking of Southern Baptists, because that is the denomination which has dominated politics and culture in the South since the Civil War, and it is from the South in the 1970s that arose the major political and cultural movement known first as the Moral Majority, and since then mostly known as the Christian Right. For over a hundred years, the dominance of Southern Baptists over life in the South was as close to a state sanctioned religion as we have gotten in this country, or at least in one part of it. Other Protestant denominations in the South, such as the Pentecostals, have been a part of modern evangelical Christianity, but the Southern Baptists have always been the major players.

As the de facto state religion of the South in the Jim Crow era and beyond, Southern Baptists were more interested in preserving white privilege and power than in promoting the kind of social justice Jesus advocated in His teachings. The Southern Baptists chose to ignore many of those ideas from the New Testament, lest they give black folks unsavory and rebellious ideas, and instead focused on the rewards waiting for the saved in the afterlife, where it wouldn’t cost the earthly white leaders anything in money or power. As the South remained rather isolated and more conservative than the rest of the country throughout the first two thirds of the twentieth century, there were further fractures within Protestant denominations, with the more liberal Northern sects increasingly considered the mainline portions of each denomination, and the Southern sects more and more lumped together as evangelical Christians, but with the twist that these evangelicals were largely white conservatives more vested in the status quo than in change for social justice.

When the Internal Revenue Service (IRS) in the 1970s went after Bob Jones University, a private evangelical school in Greenville, South Carolina, to revoke its tax exempt status on account of not adhering to Civil Rights era desegregation laws, Southern Baptists, which by that time had become indistinguishable from evangelicals, were catalyzed into action, forming the Moral Majority in order to take an activist role in national politics. They added abortion later as a rallying cause and it also served to mask the initial, primary impetus for organizing politically, which was the affront by federal interference into their pocketbooks and their white supremacist fiefdom. From the 1970s until today evangelical Christians, the Christian Right, have been a force in national politics, and never has their participation been more perverse at first glance than their unwavering support for the current president with all his defiantly un-Christian character flaws, but with an understanding of their history it begins to make sense, though it doesn’t make it right.

We’re Watching You

 

There are so many surveillance cameras in private and public spaces watching private citizens that it seems the only way to redress the imbalance is for private citizens to start recording corporate and government officials with surveillance cameras of their own. Recording business representatives on their property without their permission would be legally permissible only on publicly accessible portions. Recording public officials, however, such as police employees, would be much easier since much of their business is conducted in public and because they are, well, employees of the public.

 

The police employees themselves will often dispute the right of citizens to film them as they go about their business, and intimidate filmmakers into shutting off their cameras and even turning them over to the police. Those tactics are illegal, and cops who use them are doing so either out of ignorance of the law or, more likely, in anticipation of ignorance of the law on the part of the filmmaker. It’s interesting that the increasing surveillance in public of private citizens by corporate and government entities is justified by asserting “If you’re not doing anything wrong, then you have nothing to worry about”, but the same entities do not feel their dubious logic applies to them when the public films them going about their activities.

Dashboard cameras, many of them with audio recording capabilities, are increasing in popularity mainly for insurance purposes in the recording of accidents. Some auto manufacturers have started including them as standard equipment or options, and therefore they are not entirely after market purchases by car owners anymore. What some car owners tend to overlook is the usefulness of dashboard cameras in recording interactions with police employees. Police have themselves had dashboard cameras for about 20 years, and body cameras are becoming more prevalent every year. The question is how much a citizen can rely on evidence provided by police dashboard cameras and body cameras in any interaction with police employees.

 

The police have cameras, which they can and do turn off, or the footage of which they can and do selectively edit. It’s well past time for the general public to have cameras in the same abundance. In their cars, for instance, they should have not only a dashboard camera pointed forward, but a rear dashboard camera pointed backward, because that is where a roadside stop by a police employee will end up if it goes outside, with the cop and the driver between the back of the driver’s car and the front of the squad car. All cameras should have the ability to swivel on their mounts, which in the case of the front pointing dashboard camera would allow it to capture the interaction with the police employee at the driver’s side window. All cameras should also have audio capability, though it is important to remember to advise passengers in the vehicle if this feature is on. Police employees do not have to be informed, because they are engaged in public business.

So many people have smartphones now that it may seem unnecessary to buy and install more than one dashboard camera in a vehicle. If the need arises, people think, they can always take out their smartphone and film the interaction with the police employee. There are a few things wrong with that idea. The first is that for most people, who interact with police rarely, getting stopped by a police employee can be intimidating and make them nervous, which in turn may make it difficult or impossible for them to get out their smartphone and point it directly at the police employee, making it obvious they are filming them. Secondly, for some aggressive police employees who don’t know or don’t care about the constitutional rights of the citizens who employ them, pointing a smartphone camera at them is like waving a red cape in front of a bull. It’s much easier and less conspicuous to reach up quickly and turn the dashboard camera toward the driver’s window, making sure to enable audio.

The Conversation, a 1974 film by Francis Ford Coppola, is about an audio surveillance expert, though in general the topic becomes the loss of privacy in the electronic age.

It’s a shame it has come to this, where the public feels they have to protect themselves against the very people who have sworn to serve and protect them, people who use public funds to trick out publicly funded squad cars in thousands of dollars worth of the latest technology, and themselves in quasi military gear and vehicles for the purpose of intimidating and beating down the citizens who pay their way. For the time being, it may appear out of control police employees are hurting only minorities and the poor, but that will change as they see they can get away with it, as they have. Any day now, the mistreatment will become indiscriminate, because that is the way of things like this. Psychotic bullies will beat up on almost anyone, middle class white people included, if they step out of lines that are ever more narrowly defined. They will beat up on almost anyone, that is, except the rich who are their real masters. Protect yourself with as many cameras as they have, if you can, because you can’t afford as many lawyers.

Put Away That Gun

 

Recently a U.S. District Judge sentenced former South Carolina police officer Michael Slager to 20 years in prison on the charge of second degree murder in the shooting of Walter Scott. It’s an extremely rare occurrence when a police officer gets convicted for killing a citizen. It’s a rare occurrence when a police officer gets held accountable in any meaningful way.

Cops spend far too much time at the firing range and not enough time learning to de-escalate a situation. Shooting a gun vents the effects of testosterone. De-escalation requires calmness and patience. When calling a cop to help resolve a situation, it’s a roll of the dice whether that cop will spin things out of control or resolve it peacefully, the way a peace officer should. In some neighborhoods, calling for a cop is absolutely the last resort, because the cops can’t be counted on to behave professionally and with restraint.

One police officer convicted. Police kill over one thousand citizens each year. Are over 99 percent of those killings entirely justified? If even 50 percent of the killings were justified in the eyes of the law, when will the other 500 or more killers who acted outside the law be convicted, even though they carried a badge? A badge is not an excuse to hide behind, it is a public trust to be borne with solemn consideration of the responsibilities the citizenry expects the bearer to uphold. Whose streets? The people’s streets.
