Coloring Within the Lines

 

To maintain the integrity of a supplied drawing, people usually color as much as they can within the lines. Some people use crayons, while others use markers or pens. When it comes to using electromagnetic spectrum in the United States, the National Telecommunications and Information Administration (NTIA) is in charge of allocating bands within the spectrum and making sure everyone stays within their specified lines. The NTIA does its work within the Department of Commerce.

 

The Department of Commerce also oversees the National Oceanic and Atmospheric Administration (NOAA), which in turn oversees the National Weather Service (NWS). Independent of all these Department of Commerce agencies is the Federal Communications Commission (FCC), which regulates the parts of the spectrum allocated for its oversight by the FTIA, such as radio, television, and cellular phone frequencies. Beginning late last year, the FCC has been auctioning spectrum to mobile phone companies for them to use in their 5G networks. When the FCC auctioned off spectrum in the 24GHz (gigahertz) band, they raised alarm within the NOAA since that agency uses the 23.8GHz band in its weather satellites to measure water vapor in the atmosphere, a key component in its ability to forecast the weather.

Now anyone who has ever manually tuned a radio receiver with a dial knows the radio stations do not stay exactly within their spectrum lines at all times, and depending on the power of the transmitters the different stations use and atmospheric conditions and the varying state of the ionosphere, some stations can occasionally push into the territory of other stations. That is what worries NOAA administrators about the 24GHz band proposed for 5G use by mobile phone companies and their man in the FCC, Chairman Ajit Pai. NOAA administrators believe 24GHz is too close for comfort and may occasionally interfere with its use of 23.8GHz, which it cannot change because it is determined by the physical law of water vapor’s behavior. They believe the interference could cause as much as a 30 percent drop in forecasting efficiency, akin to stepping back in time to 1980.

This inter agency squabble isn’t even necessary, it turns out, because if the FCC and American mobile phone companies followed the European model for ensuring minimal interference with weather satellites, they would simply add greater restrictions to the transmitting power of 5G antennas in the higher bandwidths and rely more extensively on mid-range bandwidths that are not only better for 5G transmission, but also safely removed from the vicinity of crucial weather data transmissions.

There will be a World Radiocommunication Conference in Egypt in October and November, where attendees will set international standards for 5G. Considering the attitudes and policies of the current presidential administration, the American delegation will probably resist the European model and go its own incautious way in order to serve the interests of the major telecommunications companies. It’s possible the American model may turn out fine eventually, but considering the drawbacks of being wrong, wouldn’t it be prudent to heed the concerns of weather forecasters, at least until more field testing proves without a doubt the safety of using the 24GHz band of the spectrum? To satisfy the greed of telecommunications executives and the desire of some smartphone users for faster loading Facebook feeds, is it worth having a hurricane drop in on us unexpectedly? A real hurricane, that is, not one drawn with crayons, however neatly.

Nearly as Good as New

 

The past thirty years have been a golden age of film restoration, starting with the 1989 restoration of the 1962 film Lawrence of Arabia. Robert Harris led that work, and he has had a hand in restoring many films since then, including Vertigo (1958) and My Fair Lady (1964). It’s a shame that great movies need restoration at all, a state of affairs principally due to neglect by the very studios that made them, often at a cost of millions of dollars. Hollywood studios were far less concerned about art or historical preservation than they were about business, and movies retained little value for the studios after their initial theatrical release.

Indeed that was the situation for movies until home video opened a new and lucrative avenue for the studios in the 1970s and 1980s. Until then, to the extent the movie studios kept original film elements at all, they kept them in slipshod conditions which allowed the films to deteriorate to one degree or another. By the time demand returned for some of the better movies, restoration was necessary to have a salable product. VHS (Video Home System) tapes could skate by with no restoration because of the low resolution of the format, but laser disc was several steps above VHS in quality and created the first push to restore old films.

Laser disc never caught on the way VHS did, however, and its appeal was limited to cinema buffs. The biggest nudge toward film restoration came in the 1990s with the popularity of DVD (Digital Video Disc), an improvement in quality over VHS at about the same price for content and playback equipment. With that change in the market, movie studios saw the value in packaging their backlog of films in the new format, creating a greater need to restore at least some of those in highest demand. Since the turn of the century, high definition televisions and further improvements in home video resolution have brought the home theater experience into the mainstream, and the demand for quality restorations of old films is at a peak and will probably stay on a plateau hereafter.

There is a limit to how much detail the human eye can discern in the limited space of the typical home theater. DVD was a huge improvement over VHS, and Blu-ray was almost as big an improvement over DVD. 4K resolution is not quite as great an improvement over Blu-ray as numbers alone would suggest, simply because the law of diminishing returns starts to take effect. In the confines of a home theater, even using the best equipment, viewers are less able to discern the finer detail there on the screen. 8K resolution is overkill for all but the most dedicated home video enthusiasts with deep pockets.

Another reason for home video improvements driving film restorations less in the future is the switch by consumers from owning content on physical media, such as a Blu-ray disc, and streaming content in a rental agreement over the internet. Already the rollout of 4K discs has slowed to the point that many good old movies may never be remastered for the format. The potential sales aren’t high enough to interest the major movie studios. As to streaming 4K content, that is subject to the vagaries of the consumer’s internet connection. Some of the 4K content may not be as advertised because of the huge bandwidth requirements, and streaming true 8K content would probably require a 5G internet connection and an actual unlimited data plan from a viewer’s Internet Service Provider (ISP).


In any event, these are good times for fans of old movies. Some classic films, like director John Huston’s 1956 version of Moby Dick, which have long deserved restoration but were nonetheless neglected for whatever reason by the major studios, have been restored by smaller distributors of home video content who have determined it would be worth their time and effort. The movie studio Paramount last year restored It’s a Wonderful Life (1946) and remastered it in 4K, though in a sign of the times they have released the new version only for streaming and have not pressed discs of it. Another classic film, Life with Father (1947), awaits true restoration, and viewers should meanwhile beware the versions for sale which trumpet digital remastering or restoration.

Like It’s a Wonderful Life, Life with Father had also fallen into the public domain; unlike It’s a Wonderful Life, Life with Father has not attracted anew the attention of the major studios. While Paramount has lavished care on restoring It’s a Wonderful Life, slapdash outfits have been appropriating Life with Father for the sales catalog, offering horrendously bad versions of it and relying on the phrases “digitally remastered” and “restored” to dupe the ignorant. They hope naive consumers will infer that “digitally remastered” means “improved”. It means no such thing; it means only that the film has been scanned to a digital format, a necessary step in making analog movie film available for home viewing on a DVD, Blu-ray, or 4K player. “Restored” is a relative term and can mean the absolute minimum amount of work was put into it, as is usually the case with the shadier outfits.

Check reviews online, preferably not on Amazon because the reviewers there rarely get to the nitty gritty about the quality of the transfer, and instead prefer to bloviate about the movie itself, seeing it as their chance to be an authoritative movie reviewer like Roger Ebert. Better are the reviews on news sites or websites specializing in film industry or home theater matters because they generally do mention the quality of the transfer, though consumers still have to take some of those reviews with a grain of salt when they include affiliate links to sites selling copies of the movie. Be wary during research and you’ll have less chance to regret a purchase and better enjoyment of a great old movie given the attention it deserves.

Don’t Hold Your Breath

 

Ten or more years ago there was some hope among rural internet users that a service called Broadband over Power Lines (BPL) would come along soon to save the day by bringing them high speed internet at affordable prices. Not any more. American Telephone and Telegraph (AT&T) has a program in trials in Georgia that is a last grasp at trying to make the technology feasible without all the stumbling blocks encountered by other companies in earlier efforts. If AT&T’s engineers are successful, BPL may at last be rolling out on a large scale in the next five years.

Because internet service is a two way street, downloading data from a provider to a user and uploading data from a user to a provider, getting reliable, high speed internet to people in the countryside has been more complicated than the similar situation of stringing electrical service to those people in the middle of the last century. Satellite internet service is an option in the countryside, but is limited by slow upload speeds since consumers for good reason are not allowed by government regulation to possess enormously powerful transmitters. Satellite service providers also throttle their customers’ usage at certain limits because there is limited bandwidth available on a satellite.

Point to point microwave service has been an option for people living in or near small towns. It has been a rarely used option, however, because state and local laws passed at the behest of large internet providers hinder the ability of local governments to coordinate with small internet providers in setting up microwave service, which is most often undertaken as a public/private partnership. Cable television and landline telephone companies, where they have strung lines for internet service the last country mile, usually charge high rates on account of their monopoly status, with indifferent customer service also reflecting their status as an only option.

The last option left for some country people has been mobile telephone internet service. There are numerous problems associated with reliance on cellular internet service, from the possibility of poor signal to the certainty of data caps and high costs. It’s certainly not the best choice for regularly streaming video or trying to run an internet dependent business. The next generation of wireless data technology, 5G, will be available within the next few years, but it’s questionable whether it will solve the problems mentioned above. When a customer does have a solid connection to 5G service, it will be lightning fast.

The possibility of BPL had always seemed like a Godsend for rural internet users because it would have made connecting to broadband service as easy as plugging a modem into an electrical outlet, and because power lines have high capacity there would have been no need for data caps. The prices would have been relatively low by industry standards because the infrastructure was largely already in place, and because utility companies were more highly regulated than cable and telephone companies. “Would have been” is unfortunately where BPL will have to float in limbo, never to be a real option unless AT&T or some other technology company can resurrect it and make it viable.

The Limits of Unlimited

 

Wireless carriers like to offer “unlimited” data plans to customers, and as they currently configure their plans they truly are unlimited, but a wary customer would be wise to check the fine print anyway. The typical wireless data plan for a monthly billing cycle offers a little over 20 GigaBytes (GB) at the fastest speed available, and thereafter throttles the customer down to slower speeds. The customer still has access to wireless data for the remainder of the billing cycle, though at a reduced speed that can sometimes make using the internet frustrating, or practically impossible at the worst. That satisfies the letter of an “unlimited” offering, if not the spirit.

Characterizing a wireless unlimited data plan as an “all you can eat” buffet misses the mark because most people can and do find ways to use more data as the carriers offer more, while their capacity for gorging on more pasta or Chinese food really does have limits. Wireless data, and broadband service generally, is more like the road system in that with greater capacity comes greater traffic. Build it and they will come, as it were.

The next generation of wireless data will be 5G, available in some areas of the country starting in 2019. The speed and capacity of the 5G network is supposed to be ten to a hundred times greater than the current standard of 4G. Supposedly it will be competitive with wired broadband service. That’s a good thing, and it’s likely that carriers may be able to offer “unlimited” data plans that will be closer to the true meaning of the word, as in “without limits”. There’s reason for skepticism, however, if we recall the highway model for wireless broadband service rather than the buffet model.

 

In the buffet model, 5G service would expand the size of the restaurant, increasing the seating capacity, and the servers would never allow any of the foods at the buffet to be completely depleted without quickly replenishing them. That doesn’t mean that the average customer will magically be able to eat more in this roomier restaurant with lightning quick service. In the highway model, 5G service will amount to more and wider lanes that will allow traffic to move faster, at least until the improved highway fills up and the increased traffic slows everyone down again because people use the increased capacity to drive more.

Like a city with a highly developed road network, a 5G wireless network will attract manufacturers who will make things for people to use in taking advantage of the excellent new service. For 5G that means expanding use of Internet of Things (IoT) devices and, eventually, self-driving vehicles. Those expanded uses will fill the capacity of the new network, making any carrier’s offer of unlimited data plans to consumers again a proposition that will likely be restrained in the fine print. The carriers like using the word “unlimited” in attracting customers, however, since they know customers can no more resist the fantasy of unlimited data than they can resist an “all you can eat” buffet, regardless of the reality of limited capacity.

In Comcast We Trust

 

Recently one of the minority Democratic members of the five person board of the FCC took the unusual step of writing an article for distribution in the popular press urging the public to sit up and pay attention to what the majority Republican members of the board are attempting to do with a vote on December 14 to repeal net neutrality rules. Jessica Rosenworcel asked the public to make a fuss with the FCC and with Congress to try postponing the vote until after public hearings. The vote will likely still take place on the 14th, and the outcome is certain considering the three to two Republican majority on the Commission board. The next step will probably see the rule changes challenged in court, with litigation taking years.

Congress could change how a regulatory agency like the FCC goes about its business so that it is less swayed by the variable political winds, but it appears there is little will in the Republican Congress to overrule the agency and tie it down to enforcing a net neutrality law enacted by legislators. There is some discussion in technology circles that introduction of 5G wireless service in the next few years will change the competitive landscape since 5G speeds and bandwidth will challenge the monopoly of wired service providers for the crucial last mile of service to customers’ homes. Until now, wireless internet service providers like Verizon and AT&T could not compete with wired providers like Comcast and Charter because their service was slower and not capable of handling the bandwidth demands of home users piling up GigaBytes of usage every month, usually by streaming video.


5G may indeed change the competitive landscape between a few large internet service provider companies as it rolls out, but customers will still have to deal with fast lanes and slow lanes imposed by whichever gatekeeper they sign up with for service. The proposed FCC rule changes will allow ISPs to charge different content providers varying amounts based on tiers of service, rather than providing equal access to all as they are required to do now since they are regulated as public utilities.

When FCC Chairman Ajit Pai first proposed rolling back net neutrality rules early this year, Comcast said essentially “Trust us, we would never take full advantage of the regulatory opening to charge a premium for faster internet service.” As if anyone would believe them, particularly anyone who had any experience at all as a Comcast customer! Lately Comcast has walked back their earlier statement with some linguistic mumbo-jumbo that’s supposed to make people think they won’t be doing what they intend on doing when the time comes and they can get away with it, which will be to charge a premium for faster internet service and, as a bonus, no data caps! Comcast’s duplicity surprises no one, and their pleas for trust are laughable.

The best thing that can be hoped for by people who wish to keep a relatively open and inexpensive internet beyond December 14 is that the rule changes will be tied up in the courts for several years, and to some extent that will tie the grasping hands of some internet service providers who are eager to take advantage of the new rules to gouge content providers and customers. Beyond that, the best hope for a decisive, long term answer to the problem will have to come from Congress, which in the current environment does not appear possible, but may be so after a change in party dominance in Congress as a result of the 2018 election. The FCC needs to be more an enforcer of rules Congress makes, and less its own rule maker.
